Don't look for justice in Mongolia

I traveled Mongolia for 2 months (23/6/10-28/8/10) and during that I lost my camera or probably was steal from me.

I conclude that, during negotiation with a person that told me that the camera was found, and that the other person who found it don't want to return it, but agree to return the memory cards in it, but in order to get it I'll have to pay to that person some money, so it becomes an Extortion.

Therefore I wrote to almost all the official offices in Mongolia that are written bellow, in order to deal with this issue, and only the president wrote me  back one time, but no real action , from my knowledge, was taken from any one of those people.

So as you see you can't really rely on, or trust, the Mongolian government to enforce law & order and to give you the traveler the security you need during traveling in Mongolia, although the country and most of the people in Mongolia, are a good reason to visit in Mongolia. 

The officials persons I wrote to:-

in order to solve the problem I wrote also to the Israeli ambassador in china, H.E.Mr. Amos Nadai , that also with solving problems in Mongolia, but also he didn't answer me or didn't sent me any reply.

 

here you can see the Sequence of events in connection with the camera loss and my request that was sent to those officials 

My request: – to find the person that is holding my camera and of course the memory cards, that is trying to blackmail and extort me because of it or that, and by this act he is making a bad name and hurt the good reputation of Mongolia.

 The events

I arrived visiting Mongolia on the 23/6/10, for about 64 days.

During this visit I traveled to Western Mongolia, to ulaangom, and arrived there on the 9/8/10, together with my friend, and there we met the lady Vasha Sainaa and she suggested us to travel to olgii via khovd with one of her husband trucks.

 In the night between the dates 9-10 of August 2010, I traveled along with my friend, with one of their trucks to Kovd, when the camera was resting all the time on my lap, and probably during the trip, she felled down to the floor of the vehicle.

During the early hours of the 10/8/10, I felt absence of the camera, and it was immediately after the rest we did after midnight at a little settlement, so I asked the driver to drive back to search for the camera.

After I checked in the room where we slept, in the cab of the vehicle and on the pat between the vehicles and the accommodation and still I didn't found it, I concluded that probably the camera fell down on the way, before the stop for sleeping, during descending for the toilet or that the driver took it to himself.

 When we arrived on the 10/8/10 to khovd, I said to Ms. Vasha Sainaa that I lost my camera and that I'll be grateful if she asks her husband's drivers to try to find it, in their next trip back, I also mentioned to her that in two weeks, when I'll return back, on the way to the capital, and I will contact here on that subject.

However, on the 23/8/10 I returned to khovd, and in the next morning on the 24/8/10 I met Ms. Vasha Sainaa  near the local market, and in replied to my question, she told me that the camera was found, but even though she spoke with the person who found it, he do not want to give it back. At the same time, she wanted to know the value of the camera and asked me for a copy of my passport with my address.

 In reply I answered her that the value of the camera is about $ 200 and that I'm interest especially in the memory cards, more then in the camera, therefore I asked her to make an effort to get them from the person who found the camera and to send them to me by mail, to the address I gave her, and she promised to do so.

 Two weeks after returning to Israel (28/8/10), I contact Ms. Vasha Sainaa by cell phone and then she told me that the person holding my camera want 200,000 tugrik for the memory cards and I suggested that I'll pay only 100,000 tugrik in order to close the deal, and she promised to check it out.

 Ms. Vasha Sainaa replied to me by email on the 13/9/10, telling me that they refuse my offer and for this moment and on, most of the correspondence between us was by sending emails. The emails messages are attached to this letter as a separate file.

 It is important to emphasize that in several different times, by phone and by email, I asked here for details about the person that is holding the camera, but every time she did not gave them to me, and therefore I have doubts, that maybe that person does not exist at all, and that one of here drivers, or her husband or herself are holding the camera, and that they are trying to make some money from it by this extortion.

 To this document I attach, in addition to emails correspondence with Ms. Vasha Sainaa, Even the confirmation she sent me for the insurance company, that include here address in khovd and the document camera's acquisition and its guarantee which includes its serial number.

 One way to make sure who is holding the camera, from the moment of finding it until the day that you will find it, is to look at the pictures taken with it in that period and to find out to which they belong.

 I believe that quick and proper treatment of this issue, will serve well Mongolia, because in the eyes and mind of tourists they will believe that your country is "a land of law and order", and it is not just another backward country that tourist are not safe there or that anyone can extort them just like that.

 I visited your beautifully country from 22 June 2010 up to 23 October 2010, and in all 64 days.

 During my visit the camera i had, was lost or stolen, in western Mongolia, and you can read all the details about it in the attachment below.

 The camera contain the memory cards ( two of 4G each) and of course my good memories from Mongolia taken in those photos.

 The camera was probably found by someone or is in the hands of the thief, so i was told by a lady named Sainaa, and she also confirm that the camera was lost, and the confirmation is attached.

 That lady told me that the person that is holding position of my camera does not want to give it back, and in order to sent me only the memory card, he is demanding money, not for the expense for the delivery, but as an extortion, therefor there demand is to pay them 200,000 tugrit.

 I attached also all the email correspondence with that lady, so you will be able to learn from it about there demands.

 As i mentioned before, i will be glad if you will take action and find the person that is holding my camera, and first of all sent me back the memory cards and second put to trail this person.

of course I'll be very grateful if I'll get back the memory cards an I'm ready to pay for the delivery.

 I hope and I'm sure that you will deal with this issue with a great importance and very quickly, in order to keep the good name and reputation of Mongolia.

thanks for writing me and inform me about the answer of those people about returning back the memory cards.

i have to think what to do with them, and after that I'll write to you.

for the insurance company i need an confirmation from you, that i traveled with one of your tracks from Ulaangom to Hovd in the night between 9 to 10 of august 2010, and that during that travel i lost my camera, and that i informed you about the lost in the next morning when i meet you in hovd, and also that we left Hovd to Olgi by a car that you helped us to find after several hours from arriving to Hovd.

for the time been don't write in the confirmation that the camera was found.

please send the confirmation in a new email, with out using the reply or forward for this email.

first off all, I'll be glade to get an answer to my email and get the confirmation about the loss of the camera.
about the demand of the people that found the camera to get 200,000 tugrit, in order the give me back the memory cards, I'm thinking to accept there demand, although i think it's to much.

if I'll accept  it, it means that you'll have to pay them instead of me and send the memory cards to me by mail, and when I'll get it, I'll immediately transfer the money to you by FedEx or union bank or directly to your account from my bank.

if those people know you well, it is possible also that you will promised them to pay them the minute I'll transfer you the money, and so you will not have to pay them in advance.

please tell me if this arrangement is o.k with you and the people that found the camera, and then I'll give my final decision.

how do you think we can solve the problem of the memory cards, so I'll be able to get them before transferring the money, and I'll be sure that they exist or that they contained still the photos?
I'll with be pleased to have your advice.
i know an Israeli friend that lives in UB and owns a travel agency, maybe it can be done throw him, the memory cards will be deliver to him and he will pay for them the minute he get them. think also of this option.
in few days I'll sent you a model of a business plain for your tour guide travel agency.
